(RICHMOND) --The city of Danville's poverty rate is 24 percent according to a new study out this morning from The Commonwealth Institute. Study coordinator Sara Okos says nearly half of those are listed in "deep poverty." That means their income is less than half of the federal poverty line. Okos says Danville's rate is the third-highest in Virginia. Institute Executive Director Michael Cassidy says Southside and Southwest Virginia had some of the state's highest poverty rates, along with a few urban areas. They're urging state lawmakers to change their minds and accept $125 million in federal stimulus money to expand jobless benefits in Virginia.

Bridging the Gap: An Analysis of Governor Kaine’s Outgoing 2010-2012 Biennium Budget
Governor Tim Kaine’s final budget proposal released Friday, Dec. 17, 2009, reflects the problems facing Virginia in the current economy: As the needs of Virginians have grown during the recession, the state has fewer resources to address these needs. Revenues are down more than $4 billion in the biennium, and when coupled with required spending increases in core services, the total budget shortfall for the 2010-2012 biennium grows to about $4.5 billion.

The State of Working Virginia in the Great Recession
It’s bad, and it’s going to get worse. Since the Great Recession started in December 2007, Virginia’s growth in unemployment rate has been two- to three-times that of the 1981 and 2001 recessions. Substantial job losses have wiped out  the gains of the recent economic expansion. Wage declines continued for most workers,and a weak safety net in Virginia has meant that only a fraction of unemployed workers are actually covered by the unemployment insurance system.

New Census Data: Nearly One Million Virginians Lack Health Coverage, Job-Based Coverage in Decline Recession Likely to Further Expand Ranks of Uninsured

Roughly one-in-seven Virginians lacked health coverage in 2007 and 2008, according to new data released today by the U.S. Census Bureau, and employer-provided health insurance continued to decline nationwide. The percentage of Virginians with employerprovided coverage was 64.4 percent, down from 68.3 percent in 2000 and 2001. These findings, which will almost certainly worsen in 2009 because of the recession, highlight the need to enact comprehensive health care reform.

Commonwealth Institute Receives Rapoport Grant
Funding will support health care reform efforts

The Commonwealth Institute for Fiscal Analysis has received a $25,000 grant from the Bernard Audre Rapoport Foundation to support The Institute’s research, analysis and public education on state health care policy. “We are very pleased to have been awarded the confidence of the Rapoport Foundation and to partner with them to bring about reform to our health care system for all Virginians,” says Institute Executive Director Michael Cassidy. “Since our founding three years ago, The Commonwealth Institute has brought credible, accessible and timely research and analysis to support the work of the advocacy community, filling a void in the state’s system of advocacy.”
