A new report says the supposed economic recovery doesn’t look much like one in Virginia. The Commonwealth Institute, a Virginia organization that studies economic trends with a focus on low- and moderate-income people, based its report on 2010 data recently released by the U.S. Census Bureau. Its findings suggest that the recovery from the recent recession isn’t behaving like recovery periods in the past. Even though the recession was declared over in mid-2009, unemployment increased in 2010 in Virginia.

Last week, Gov. Bob McDonnell announced that Virginia had a surplus in fiscal year 2011. But the word “surplus” turns out not to mean what many people think. It doesn’t mean Virginia is flush with cash or that the state has enough money to meet the growing needs of Virginians dealing with our struggling economy.

Virginians who receive health insurance through their employers are paying more and more of the costs. In just five years, the average deductible for those with family health plans has risen more than 70 percent, from a little over $1,000 a year to almost $2,000. Only employees in Arkansas and Idaho pay a greater share of their health insurance premiums than Virginians, according to a new report by the 5-year-old Commonwealth Institute for Fiscal Analysis, a policy and research group in Richmond.
